Sealed Bids for the Campbell Street and Central Road Tanks Rehabilitation, Contract 1-2019, will be received by the City of Rolling Meadows at 3600 Kirchoff Road, Rolling Meadows, IL 60008, until 10 a.m. local time on January 21, 2020, at which time the Bids will be publicly opened and read aloud.

The Work includes the rehabilitation of two multi-leg elevated water storage tanks. The Campbell Street Tank shall be rehabilitated in 2020 and the Central Road Tank shall be rehabilitated in 2021.

Campbell Street Tank work includes full blast and recoat of tank interior, high pressure coat and partial blast and overcoat of tank exterior; replacing the cathodic protection system; replacing ladder fall protection systems; replacing the roof vent, manway, and FAA obstruction light; rehabilitating a number of leg foundations; and other miscellaneous repairs.

Central Road Tank work includes full blast and recoat of tank interior, high pressure coat and partial blast and overcoat of tank exterior with containment shroud, replacing ladder fall protection systems, replacing the roof manway and FAA obstruction light, minor asphalt and concrete work to construct some parking bays on an existing driveway, and other miscellaneous repairs.

Bidding Documents may be reviewed and paper copies may be obtained from the Issuing Office which is Strand Associates, Inc.®, 1170 South Houbolt Road, Joliet, IL 60431. A nonrefundable fee of $200 will be required (shipping and handling fees included). Overnight mailing of Bidding Documents will not be provided.

All Bidders submitting a sealed Bid shall obtain the Bidding Documents from or from Strand Associates, Inc.®

Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.

Plan Holders are requested to provide an e-mail address if they wish to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the project Plan Holders List.

The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder’s maximum Bid price.

Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the “Prevailing Wage Act”) as ascertained by the Illinois Department of Labor for Cook County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work.

If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder’s subcontractors.

The City of Rolling Meadows reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids.

Contract award shall be made based on the lowest responsive and responsible Bidder.
